We're looking at two separate problems. The arm itself, and the fact that it's been ripped off. If I'm looking at it right, you'll have to remove the remaining wreckage from wherever it's attached to him, and then we'll have to restore the original form and reassemble it before we try and reattach anything. I can reshape metal easy enough, but the actual design and reassembly is going to have to be on you, for now.

[ Because, missing arm, lol. ]

I will need a closer look at the biomechanical integration system the arm uses to connect itself to the nervous system, but it should be a simple task otherwise.

[ Hmmmm. A single picture doesn't really tell him much about this alloy, though it's one that is unfamiliar to him. How curious... ]

In other words, nothing is known, even by the man whose arm this is.

[ You'd think the guy would learn something about the prosthetic that replaces one of his limbs, but people are awfully stupid. No matter. It's an opportunity for him to inspect a new material. ]

I suppose we'll find out if this is salvageable once we examine it.
