We're looking at two separate problems. The arm itself, and the fact that it's been ripped off. If I'm looking at it right, you'll have to remove the remaining wreckage from wherever it's attached to him, and then we'll have to restore the original form and reassemble it before we try and reattach anything. I can reshape metal easy enough, but the actual design and reassembly is going to have to be on you, for now.
